City Initiates New Identification Program
City's Utility Billing Division to ask for I.D
OCTOBER 17, 2008 - Prepare to identify yourself when talking to the city’s Utility Billing Division.
The City of Longmont is now governed under the Federal Trade Commission’s mandate for all American utilities to detect, prevent and mitigate identity theft. This legislation is found under the Red Flag rules of the Fact Act (Federal Register 16CFR661).
The City of Longmont Utility Billing Division will ask residents for photo identification when they come to the billing window. Only certain forms of photo identification will be accepted and all identification must be issued in the United States. These include passports, driver’s licenses, green cards, consular identification cards, resident alien cards as well as out of country passports. All forms of identification must be in English.
If a customer chooses not to provide photo identification, Utility Billing employees will be asking for social security numbers (SSN) in order to verify that the name and SSN match through the consumer reporting agency known as Experian.
If you are on the phone or accessing Utility Billing through the Web, clerks will ask you additional questions. These questions are from Experian and designed to be answered by you rather than someone who may have stolen your wallet. The City of Longmont is dedicated to protecting you and your information from identity theft.
When a new customer connects utility services in 2009, a credit score, through Experian, may be obtained at a minimal charge to the customer in order to determine if there is a need to collect a deposit.
Additionally, beginning in 2009, an existing customer that has a deposit with Utility Billing can request us to do the same and if the score is acceptable we will apply their deposit to their utility bill.
