Southeast Longmont Urban Renewal Plan

In an effort to assist the private sector in redeveloping the area between the Old Sugar Factory and Flour Mill sites, the Longmont City Council in 2004, authorized the preparation of an Urban Renewal Plan. Several meetings with property owners were held that resulted in an urban renewal plan presented to the Planning/Zoning Commission and City Council. The plan identified a preferrred redevelopment plan for the area, needed public improvements and recommended financial techniques for implementing the plan.

In a joint meeting on October 4, 2005, City Council and the Planning/Zoning Commission reviewed the draft Urban Renewal Plan and agreed to establish a new Urban Renewal Authority and a public hearing was held on Nov. 8, 2005.

The plan was presented to the City Council and a formal public hearing was conducted on January 10, 2006. The Council approved a resolution establishing a new Longmont Urban Renewal Authority. The Council will serve as the board.

The Planning & Zoning Commission reviewed the draft plan at its August 2006 meeting and determined the plan to be compliant with the Longmont Area Comprehensive Plan. A public meeting was held on September 20, 2006 to review the final draft plan with property owners and interested residents.

A public hearing was held on December 12, 2006, and an Urban Renewal Plan for Southeast Longmont was approved by Council.

Twin Peaks Mall Area Urban Renewal Plan

The Twin Peaks Mall Area Urban Renewal Planning process began in May of 2008 with public meetings were held on May 12, May 28, June 16, and July 10, 2008. These meetings were attended by a approximately 200 citizens and assisted the City in preparing a redevelopment plan for the Mall area. The City Planning and Zoning Commission found the Draft Plan consistent with the Longmont Area Comprehensive Plan at its May 27 meeting. The City Council then conductd a formal public hearing and approved the plan on July 28 and decided not to implement Tax Increment Financing until the private sector requests it to help with a major redevelopment project. Downtown Mixed-Use Facility

After several months of negotiating a design/build contract with Thistle Community Housing, the Longmont Downtown Development Authority (LDDA) decided to discontinue that effort because Thistle was unable to satisfy several items required by the City's purchasing policies.
