Use of Public Places Permits,
City Clerk's Office
If you are planning
on using any public place for the purpose of: engaging as an ambulatory vendor,
conducting sales from a mobile vending cart, conducting a special event, placing
a business extension, kiosk or public furnishing or organizing a block party, you must obtain a special permit generally referred to as a Use of Public Places permit. These permits are typically issued within fifteen (15) business days after
the submission of a complete application and prepayment of required fees.
Use of Public Places applications
may be administered by different departments depending on the type and particular use. Please consult the table below for further information. Ambulatory Vendor |
Ambulatory Vendor means any person who engages in the business of selling merchandise, including but not limited to balloons or flowers, or services, including but not limited to shoeshines or portrait drawings, without a mobile vending cart while moving about and situated upon public property.

Block Party |
A block party is a street closure to facilitate neighbors on a specific block getting together to build a sense of community. Block parties are typically held on neighborhood streets.
In addition to this application for a Block Party permit you may want to visit the Neighborhood Resources page for additional information on how to get assistance funding your event.
Please note: a Block Party is not allowed on collector or arterial roadways.

Business Extension |
Business Extension means any extension of a business for use and occupation by customers or employees above, on or below the grade level of public property, immediately adjacent to an existing building.

Mobile Vending Cart |
Mobile Vending Cart means a sales container or platform designed to be moved by human power only.
A. For mobile vending carts that are to be operated on public property, complete the Mobile Vending Cart application to the right and return it to the City Clerk's Office, 350 Kimbark Street.
B. Mobile Vending Carts on private property must be approved through the Planning and Zoning Department. Call 303-651-8304 to speak with the Planner of the Day for more information.

Parade Permit
|
LMC 11.24.010. - No person shall parade, march or take part in any parade, march or performance of like nature within or upon any street, highway or other public place within the city without first having obtained a written parade permit from the police chief or deputy.

Public Furnishing |
Public Furnishing means a unique feature or object or item intended for the public comfort or convenience, including a fountain, sculpture, bench including a bus stop bench, bus stop shelter, telephone booth, restroom, trash container or planter.

Working in or temporarily obstructing the Right-of-Way

In order to place an item that will encroach on the public right-of-way, you will need to obtain a permit.

Special Event |
Special Event means any of the following activities conducted on public property:
(1) a temporary event or promotion, including a block party, that uses a barricade, booth, table, rack, structure or cart or other display equipment;
(2) an event at a city park to which the public is invited or admission is charged ;
(3) an occasion in which a group of persons collectively engage in a sport or form of physical exercise which obstructs, delays or interferes with the normal flow of pedestrian or vehicular traffic and controls, including, but not limited to, bicycle and foot races.
These types of permits are administered by the City Clerk's Office.
